Objet : Décision CRTC 2000-745 - Modifications au régime de contribution - Divulgation de renseignements par les fournisseurs de services de télécommunication
Le 30 novembre dernier, le Conseil a publié la décision CRTC 2000-745 intitulée Modifications au régime de contribution, qui venait remplacer l'ancien régime de perception par minute par une méthode de calcul fondée sur les revenus.
Dans cette décision, le Conseil a enjoint tous les fournisseurs de services de télécommunication de déposer, au plus tard le 15 janvier 2001, une estimation de leurs revenus provenant des services de télécommunication canadiens (RSTC) en 2000 de même qu'une estimation de leurs déductions admissibles et une liste de leurs compagnies apparentées.
Le 14 février, à la demande de l'industrie, le Conseil a publié la liste des fournisseurs qui s'étaient conformés à la décision. Le même jour, une lettre a été envoyée à tous les fournisseurs connus du Conseil, qui n'avaient pas encore déposé les renseignements requis, leur rappelant leurs obligations aux termes de la décision. À l'heure actuelle, environ 160 fournisseurs ont déposé les renseignements exigés (voir la liste ci-jointe).
Le Conseil se servira des revenus définitifs de 2000 déclarés qu'auront déclarés les fournisseurs pour déterminer les frais définitifs en pourcentage des revenus pour 2001. Afin d'être en mesure d'établir ces frais définitifs, le Conseil demande aux entreprises de l'aider à identifier tous les fournisseurs qui ouvraient activement avant le 30 avril 2001, date à laquelle a été reporté le dépôt des renseignements. En fait, le Conseil ordonne à chacun d'entre vous de déposer, à titre confidentiel, une liste de tous les fournisseurs qui ne figurent pas sur la liste ci-jointe, mais qui ont utilisé vos installations pour offrir des services de télécommunication au cours de la dernière année. La liste devrait comprendre les renseignements suivants : le nom du fournisseur de services de télécommunication, le nom de la personne ressource, ses numéros de téléphone et de fax, son adresse électronique et son adresse postale. Si le droit d'accès à ces renseignements confidentiels est réservé à une personne ou à un groupe donné, l'entreprise doit s'organiser pour que cette tierce partie dépose les renseignements requis à titre confidentiel. Vous avez jusqu'au 19 avril 2001, au plus tard, pour déposer les renseignements auprès de la secrétaire générale. Les renseignements devront effectivement être reçus et non pas simplement mis à la poste à cette date.
