Good morning and welcome to this hearing of the Commission. My name is Nirmala Naidoo, Commissioner for the province of Alberta and the Northwest Territories, and I will chair this hearing. With me on the panel are my colleagues, Ellen Desmond, Commissioner for the Atlantic Region and the Nunavut, as well as Stéphanie Paquette, Commissioner for the Quebec Region. Sonia Gravelle is our Hearing Secretary and Charmaine Borg and Deborah Ring are our Legal Counsels. I invite the Hearing Secretary to present the items on the agenda for today.

Le 26 février 2026, le Conseil a publié l’avis de consultation de radiodiffusion CRTC 2026-37 afin d’étudier les demandes suivantes :
Item 1 is an application by the Canadian Broadcasting Corporation (CBC) for a broadcasting licence to operate an English-language FM radio station to replace its English-language AM radio station CBY Corner Brook, Newfoundland and Labrador, and to transfer its transmitters CBDT‑FM Deer Lake, CBNA‑FM St. Anthony, CBNC‑FM Stephenville, CBNE‑FM Port‑aux‑Basques, CBNF‑FM Bonne Bay, CBNH‑FM St. Andrew’s, CBNJ‑FM Port Saunders, CBYM‑FM Mount St. Margaret and CBYP‑FM Portland Creek, Newfoundland and Labrador, to the proposed new FM station. The CBC also filed a non-severable, related application to revoke the broadcasting licence for the AM radio programming undertaking CBY in the event the Commission approves the requested transition to an FM radio station. Further, the CBC filed a non-severable, related application to add an FM transmitter in Lark Harbour, Newfoundland and Labrador, to rebroadcast the programming of the proposed new FM station.
L’article 2 est une demande présentée par Arsenal Média inc. (Arsenal), au nom de RNC MÉDIA inc. (RNC), en vue d’obtenir l’autorisation de modifier la propriété et le contrôle effectif des entreprises de programmation de radio commerciale de langue française exploitant les stations suivantes au Québec : CFTX‑FM Gatineau et son émetteur CFTX‑FM‑1 Gatineau (Buckingham), CKLX‑FM Montréal, et CHXX‑FM Donnacona et son émetteur CHXX‑FM‑1 Sainte‑Croix‑de‑Lotbinière. Par cette transaction, Arsenal acquerrait de RNC l’actif nécessaire pour exploiter les stations. À la clôture de la transaction, sous réserve de l’approbation du Conseil, Arsenal deviendrait le titulaire de ces stations et de ces émetteurs.
L’article 3 est une demande présentée par Arsenal Média inc. (Arsenal), au nom de Média ClassiQ Inc., afin d’obtenir l’autorisation de modifier la propriété et le contrôle effectif de l’entreprise de programmation de radio commerciale spécialisée (Musique classique) de langue française exploitant la station CJSQ‑FM Québec (Québec). Par cette transaction, Arsenal acquerrait de Média ClassiQ Inc. l’actif nécessaire pour exploiter la station. À la clôture de la transaction, sous réserve de l’approbation du Conseil, Arsenal deviendrait le titulaire de CJSQ‑FM.
Item 4 is an application by Rawlco Radio Ltd. (Rawlco), on behalf of 629112 Saskatchewan Ltd., for authority to change the ownership and effective control of the English-language commercial radio programming undertaking operating the station CKBL‑FM Saskatoon, Saskatchewan. Through this transaction, Rawlco would acquire from 629112 Saskatchewan Ltd. the assets necessary to operate the station. Following the closing of the transaction and subject to the Commission’s approval, Rawlco would become the licensee of CKBL‑FM.
Item 5 is an application by Stingray Radio Inc. (Stingray), on behalf of Rawlco Radio Ltd. (Rawlco), for authority to change the ownership and effective control of the English-language commercial radio programming undertaking operating the station CHUP‑FM Calgary, Alberta. Through this transaction, Stingray would acquire from Rawlco the assets necessary to operate the station. Following the closing of the transaction and subject to the Commission’s approval, Stingray would become the licensee of CHUP‑FM.
The items referenced in this notice are being considered today without the appearance of the parties.
The Commission has received interventions for items 1, 2 and 3 and they have been placed on the public file for this hearing.
