Service objectives for the processing of certain types of broadcasting applications 1 April 2024 to 31 March 2025
The service objectives for certain types of broadcasting applications were established in Broadcasting and Telecom Information Bulletin CRTC 2011-222 and came into effect on 1 April 2011. This document presents performance results related to the processing of Part 1 applications; broadcasting applications considered at hearings; applications that do not require a public process; and ownership-related applications.
On 27 April 2023, the Online Streaming Act received Royal Assent which brought significant amendments to the Broadcasting Act, expanding the Commission’s mandate by explicitly including online streaming services in its regulatory purview. As outlined in its regulatory plan, the Commission has repurposed significant resources to ensure timely delivery of the updated Broadcasting Act strategic priorities.
1. Part 1 broadcasting applicationsFootnote 1
Definition: this item covers all applications filed under Part 1 of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure. For broadcasting, it includes applications for licence amendments, additions to the list of eligible satellite services and undue preference applications.

3. Broadcasting applications that do not require a public process (i.e. administrative route)
Definition: applications that do not raise policy concerns or concerns relating to a licensee’s obligations. Such applications include extensions of deadlines, some technical changes, changes to authorized service areas and some amendments to conditions of licence (see Broadcasting Information Bulletin CRTC 2010-960).
Service objective: decision to be rendered within 1 month of the date of receipt.

4. Ownership-related applications
