Executive Summary: "For decades, Canadian consumers were provided with a bill, usually on paper, when they agreed to purchase a good or service. Billing is the means by which a service provider reaffirms its service responsibilities to a customer and a customer clearly understands their financial obligations to the service provider. However, over the past few years a number of Canadian service providers have decided to impose fees for paper bills and statements, in an effort to promote the provision and acceptance of a bill or statement online. These service providers have used the introduction of an additional fee as an incentive for consumers to switch their preferred method of receiving a bill. For many consumers, the prospect of paying for a monthly bill or statement in paper format was not something they agreed to when first acquiring service..."
