Operating context

The Canadian Radio-television and Telecommunications Commission's (CRTC) operating context is the global communications landscape, which continues to undergo rapid technological change.

Canadians rely on high-quality Internet and cellphone services in their daily lives to engage in activities that have been transformed by technology, including the creation and consumption of audio and audiovisual content.

In response to the transforming communications environment, the CRTC, through knowledge partnerships and dialogue with Canadians and Indigenous Peoples, continued to increase its knowledge base of the trends and its understanding of their implications for a world-class Canadian communications system.

In February 2023, the Government of Canada issued a Policy Direction to the CRTC, prioritizing competition, affordability, consumer rights and innovation. The CRTC considers these priorities when it reviews matters raised in telecommunications proceedings.

In 2022-23, the CRTC continued to focus on improving access to Internet and cellphone services and promoting competition and choice. The CRTC also examined potential options for appropriate measures to implement the anticipated Online Streaming Act and Online News Act, including the impact that the efficient and effective implementation of these changes would have on its operations.
