Service Contour Maps and Population Estimates
Service Contour Maps
Applicants must provide, for each proposed frequency, the appropriate maps described in the tables below, using the naming conventions specified therein. All maps are to be provided in both PDF and GIS-compatible (i.e. MapInfo) file formats.
Maps provided in a PDF file format must be in colour and in a scale that readily permits precise identification of the boundaries of the service area and depicts the coverage (i.e. the service contours) in relation to its surrounding areas. Maps must provide a level of detail comparable to that contained in the paper map previously required by the Commission (1:50,000 NTS topographical map). Contour maps should have a minimal resolution of 300 dpi. Maps should include:
- A dimensional scale
- The antenna location marked with a cross with geographical coordinates
- Labels for all contours
- A legible title block, preferably located in the lower right-hand corner, containing sufficient information to identify the proposal. The block should also include the following information:
- Applicant's Name
- Name of Broadcasting Engineer Consultant
- Proposed Location of the Transmitter
- Call Sign
- Proposed Technical Parameters
- Frequency,
- Channel and Class;
- Average and maximum effective radiated power (for FM) or daytime and nighttime transmitter power (for AM);
- Antenna radiation pattern; and
- Effective height of the antenna above average terrain
- Propagation model
- Date Map Prepared
- Signature or Initials by a Professional Engineer
Maps provided in a GIS-compatible file format must be created using a map datum of NAD83 or WGS84. The Commission will only accept the following GIS-compatible file extensions:
- MapInfo (.dat/.id/.ind/.map/.tab);
- MapInfo Interchange format (.mid/.mif).
The following tables illustrates the naming convention to be used for the file formats. The “*”symbol represents the applicant’s name followed by the proposed frequency.

Population Estimates
For each FM frequency proposed, applicants must provide the following population estimates:
- The population served under both the 3 mV/m and 0.5 mV/m service contours without taking into account interference (using F-curves);
- The population served under the 0.5 mV/m interference-free coverage area (using F-curves and taking into account the existing operational parameters of incumbent stations);
- The population served under both the 3 mV/m and 0.5 mV/m realistic contours without taking into account interference;
- The population served under the 0.5 mV/m interference-free realistic coverage area (taking into account the existing operational parameters of incumbent stations).
The population estimates should use Statistics Canada Census 2011 data.
