Subject: FMCC’s application for interim costs in Telecom Notice of Consultation CRTC 2026-47 (Developing an Indigenous stream of the Broadband Fund) – Service of application for interim costs

On 16 June 2026, the First Mile Connectivity Consortium (FMCC) filed an application for interim costs with respect to its participation in Telecom Notice of Consultation CRTC 2026-47, Developing an Indigenous stream of the Broadband Fund. In its application, the FMCC submitted that the appropriate costs respondents are the major telecommunications service providers (TSPs) participating in the proceeding, including Bell Canada (including Northwestel Inc.); Rogers Communications Canada Inc.; TELUS Communications Inc.; Quebecor Media Inc.; and other telecommunications service providers with a significant interest in the outcome of the proceeding.

Under subsection 61(2) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure, a costs applicant must serve its application for interim costs on all other parties to the proceeding. In addition, when applying for interim costs, an applicant should also serve its application on the TSPs that it identifies as costs respondents.

After reviewing the FMCC’s application for interim costs, it appears that the FMCC did not serve its application on the TSPs it identified as the appropriate costs respondents. Therefore, the FMCC is requested to serve its application on these TSPs (i.e., Bell Canada; Northwestel; Rogers; TELUS; and Quebecor). The TSPs will have until 4 August 2026 to file an answer in response to the FMCC’s interim costs application. The FMCC will then have until 10 August 2026 to file a reply.
