Subject: Call for comments – The fee structure and fee dispute mechanism at the Commission for Complaints for Telecom-television Services Inc. – Request for Information to complete Cost Application.
Introduction
The Deaf Wireless Canada Committee (DWCC) applied for recovery of costs with respect to its participation in the proceeding initiated by Telecom Notice of Consultation 2026-31. The DWCC requested that the Commission fix its costs at $3,262.50, consisting of external consultant fees.
This is a Request for Information (RFI) sent by Commission staff pursuant to Rule 28(1) of the CRTC Rules of Practice and Procedure, SOR/2010-277 (“the Rules of Procedure”), and paragraph 12 of Telecom Regulatory Policy CRTC 2010-963 – Revision of CRTC costs award practice and procedures (the Guidelines). The purpose of this letter is to request additional information from your organization regarding its application for costs.
Commission staff sends requests for information such as this one in an effort to gather all information required to process cost. Footnote 1
Request for Information
1. Service on other parties
Pursuant to subsection 66(3) of the Rules of Procedure, the costs applicant must serve its application on all other parties to the proceeding. Generally, the Commission has found that the appropriate costs respondents to an award of costs are the parties that have a significant interest in the outcome of the proceeding in question and have participated actively in that proceeding.
- Please confirm whether the DWCC has served its costs application on all potential costs respondents in this proceeding, including: Bell Canada: bell.regulatory@bell.ca; Telus Communications Canada: regulatory.affairs@telus.com
- If DWCC has not served its application on the parties listed above, please serve the DWCC’s costs application on those parties who have not been served in accordance with section 18 of the Rules of Procedure and provide proof of service. Service can be made by email.
- Only if the DWCC’s application was not served, costs respondents will have 10 days from the date of service to file an answer in response to DWCC’s costs application, and DWCC will have 10 days to file a reply to the answer.
