Subject: Addition of the Canadian Anti-Monopoly Project’s response regarding a costs application submitted in the proceeding concerning a temporary stay of the Wholesale internet Speed-Matching Requirement to the record of the proceeding regarding unreasonable barriers to MVNO eligibility and refusal to provide mandated service by TELUS Communications Inc.
On 6 April 2026, the Canadian Anti-Monopoly Project (CAMP) applied for the recovery of costs with respect to its participation in Every-Day Computers Inc.’s (Every-Day) Part 1 Application (8622-E119-202600189) regarding unreasonable barriers to MVNO eligibility and refusal to provide mandated service by TELUS Communications Inc. (TELUS). CAMP requested that the Commission fix its costs at $5,573.73, consisting of consultant fees.
TELUS, Rogers Communications Canada Inc. (Rogers), Bell Canada, Eastlink carrying on business as Bragg Communications Inc., and Every-Day provided answers to CAMP’s costs application. In Rogers’ answer, they stated that, based on the professional background of the consultant that CAMP hired, he has less than four years of experience as of the date of the commencement of the proceeding, which would qualify him for a rate of $110 per hour. CAMP replied indicating that their consultant had completed approximately seven years acting as a consultant or analyst as of the date of the commencement of the proceeding.
This same issue was raised as part of CAMP’s costs application associated with the Part 1 Application concerning the Temporary Stay of the Wholesale internet Speed-Matching Requirement (8000-R28-202404581). A request for information (RFI) was sent with respect to this issue in that proceeding. Accordingly, Commission staff has added this RFI and the associated response from CAMP to the record of this proceeding to inform the analysis of the present costs application.
All parties have an opportunity to file a response concerning the addition of this information to the record of this proceeding by no later than 3 July 2026.
