Subject: Follow-up to Telecom Notice of Consultation CRTC 2023-56 – Review of the wholesale high-speed access service framework – Extension Request by Vidéotron

On 5 June 2026, as part of the proceeding initiated by Telecom Notice of Consultation CRTC 2023-56 – Review of the wholesale high-speed access service framework (NoC 2023-56), Commission staff requested that Bragg Communications Incorporated, carrying on business as Eastlink (Eastlink); Cogeco Communications Inc. (Cogeco); Quebecor Media Inc., on behalf of Vidéotron G.P. (Vidéotron); and Rogers Communications Canada Inc. (collectively, the Cable Carriers) file additional supporting information and updated cost studies for their wholesale high-speed access (HSA) services. The filing deadline for this request is 3 September 2026.

On 17 June 2026, Vidéotron requested to extend that deadline by six weeks, to 16 October 2026. Videotron submitted that the updated cost studies require considerable effort and key personnel whose availability will be limited during the summer holiday period.

On 17 June and 18 June 2026, Cogeco and Eastlink, respectively, filed letters supporting Vidéotron’s request.

On 18 June 2026, TekSavvy Solutions Inc. (TekSavvy) filed a letter opposing Vidéotron’s extension request. TekSavvy submitted that, in consideration of the strong public interest in setting final rates for the Cable Carriers HSA services, the Commission should deny the extension request.

Commission staff is of the view that it would be appropriate to provide parties an opportunity to comment on Vidéotron’s extension request.

Parties may submit comments with respect to Vidéotron’s extension request by 30 June 2026, serving a copy to Vidéotron. Vidéotron may reply to any such comments no later than 3 July 2026.

All documents filed and served must be received, not merely sent, by the date provided. Parties are to send an electronic copy of all documents to Commission staff copied in this letter.

The Commission requires the response or other documents to be submitted electronically by using the secured service “My CRTC Account” (Partner Log In or GCKey) and completing the “Telecom Cover Page” located on the Commission’s website.

As set out in section 39 of the Telecommunications Act and in Broadcasting and Telecom Information Bulletin 2010-961, Procedures for filing confidential information and requesting its disclosure in Commission proceedings, persons may designate certain information as confidential. A person designating information as confidential must provide a detailed explanation of why the designated information is confidential and why its disclosure would not be in the public interest, including why the specific direct harm likely to result from disclosure would outweigh the public interest in disclosure. Furthermore, a person designating information as confidential must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.
