Subject: Approval of the Canadian Thousands-Block (NXX-X) and Central Office Code (NXX) Assignment Guideline

Dear Kelly T. Walsh,

We are writing to inform you of the Commission’s decision regarding CNRE158AProposed Initial Canadian TBCOCAG – Version 1.0 (24 December 2025).

In report CNRE158A, the Canadian Steering Committee on Numbering (CSCN) proposed a new Canadian Thousands-Block (NXX-X) and Central Office Code (NXX) Assignment Guideline (TBCOCAG). The TBCOCAG establishes updated processes for assigning thousands-blocks and central office codes within a thousand-block pooling environment. The CSCN recommended that the Commission approve the TBCOCAG in advance of the first Exchange Area implementation of thousand-block pooling, currently scheduled for 28 July 2026.

In a letter dated 2 June 2026, the CSCN informed the Commission that an earlier approval of the proposed TBCOCAG is necessary to enable the use of required forms and processes by the Canadian Numbering Administrator (CNA) and industry participants to facilitate the donation of thousands‑blocks from existing CO codes. This donation represents a critical pre‑implementation milestone, scheduled for 4 June 2026, intended to ensure that sufficient numbering resources are available in pooling areas ahead of TBP implementation.

To provide regulatory certainty regarding the application of the TBCOCAG, the Commission is notifying the CSCN that it approves the TBCOCAG, with reasons to follow.
