Introduction
The Canadian Anti-Monopoly Project (CAMP) applied for recovery of costs with respect to its participation in Rogers Communications Canada Inc.’s (Rogers) Part 1 Application 8000-R28-202404581 – Temporary Stay of the Wholesale Internet Speed-Matching Requirement. CAMP requested that the Commission fix its costs at $3,944.49, consisting of consultant fees.
This is a Request for Information (RFI) sent by Commission staff pursuant to Rule 28(1) of the CRTC Rules of Practice and Procedure, SOR/2010-277 (the Rules of Procedure), and paragraph 12 of the Guidelines for the Assessment of Costs (the Guidelines), as set out in Telecom Regulatory Policy CRTC 2010-963 – Revision of CRTC costs award practice and procedures. The purpose of this letter is to request additional information from your organization regarding its application for costs.
Commission staff sends RFIs such as this one to gather information required to process cost applications. Please note that a copy of this letter will form part of the public record for this proceeding.
Important Information
CAMP must file a response to this RFI by no later than 4 June 2026.
Upon receipt of the information provided in response to this RFI, other parties may file an answer regarding the new information provided in response to the RFI, only. This answer must be filed by no later than 9 June 2026.
CAMP may file a reply by no later than 15 June 2026.

Years of experience of external consultant
CAMP submitted a costs application that claimed costs for an intermediate external consultant, Bryson Masse, with six years of experience at an hourly rate of $165. According to paragraph 26 of the Guidelines, the hourly rate applicable to a consultant or analyst is based on the number of completed years that person has been acting as a consultant or analyst. Years are calculated as at the date of the commencement of the proceeding. The date of the commencement of this proceeding is 29 August 2024.
In their answer, Rogers stated that, based on Mr. Masse’s LinkedIn profile, he has less than four years of experience as at the date of the commencement of the proceeding, which would qualify him for a rate of $110 per hour.
At paragraph 15 of its reply, CAMP indicated Mr. Masse had approximately seven years of experience as of the commencement of the proceeding, and provided a brief overview of Mr. Masse’s experience.
- Please confirm how many years of experience Mr. Masse had as a consultant or analyst as of 29 August 2024.
- Please provide more detail on how Mr. Masse acted as a consultant or analyst in his roles, and, specifically, his role at The Wire Report. Please include the time period Mr. Masse worked in these roles, including months and years.

Please comment on the possibility that the Commission may not consider The Wire Report as consultant or analyst work.
- Please confirm how many years of experience Mr. Masse would have as of 29 August 2024 if the Commission does not consider The Wire Report as consultant or analyst work.
- If the answer to 3(a) above results in less than five years’ experience, please comment on whether the Commission should make an exception to counting experience based on the date of commencement of the proceeding.
