Part 1 Application Seeking Approval of Proposed Configurations for an Ethernet-based Layer 2 Wholesale Connect Service by Northwestel Inc., Request for Information
Commission staff have conducted a preliminary review of Northwestel Inc.’s (Northwestel) filing dated 9 March 2026, submitted in the context of the above‑noted proceeding.
In Commission staff’s view, certain elements of Northwestel’s filing are not consistent with the expected disclosure guidelines set out in Telecom Regulatory Policy CRTC 2012-592Footnote1and in Appendix D of Northwestel’s Regulatory Economic Studies Manual. In particular, the occurrence rates and time estimates in Table 6a and the asset classes and equipment capacity in Table 6b of Appendix B of Northwestel(CRTC)6Nov25-3.
Accordingly, Northwestel is directed to refile abridged versions of Tables 6a and 6b that are consistent with the applicable disclosure guidelines.
In addition, Northwestel is directed to provide electronic copies (i.e., Excel spreadsheets) of the cost models used to calculate the proposed rates provided in this application. Include all formulae and avoid the use of hard coded numbers that are not supported by either an internal/external reference, explanation or other supporting rationale. The populated model should include all the associated linked spreadsheet files that contain supporting data used to develop the costs. Additionally, a description of the input data variables, the vintage of the input data used, explanations of all modelling assumptions with supporting rationale, and any other pertinent costing information and details should be provided.
Northwestel is to provide additional information as specified in this letter, by 29 May 2026. The information is to be filed with the Commission and served on all parties in the attached distribution list.
Any party may submit comments with respect to the additional information filed by 12 June 2026, serving a copy to Northwestel.
Northwestel may file replies to the above note comments by 19 June 2026.
