Dear Jason St. Pierre,

We are writing to inform you of the Commission’s decision regarding the request by the Eastern Ontario Regional Network (EORN) to participate in the proceeding initiated by Telecom Notice of Consultation 2025-226. That proceeding is considering the development of a regulatory policy on measures to improve the resiliency of telecommunications networks and the reliability of telecommunications services (the proceeding).

The intervention deadline for the proceeding was 3 December 2025. In a letter dated 10 March 2026, EORN included their submission and made a request to the Commission to participate in the proceeding, acknowledging that it had missed the formal consultation submission period.

EORN submitted that it could provide meaningful input to the Commission, given its extensive relationships with municipalities across eastern Ontario and its direct involvement in developing and expanding broadband and cellular infrastructure in rural communities.

EORN also submitted that, given the scale of its regional coordination activities and the operational insight it receives from municipal governments during network implementation and outages, its perspective could meaningfully support the Commission’s review of telecommunications network resiliency and emergency response practices.

Commission Decision

The Commission approves EORN’s request to participate in the proceeding and will add its 10 March 2026 letter to the record. The Commission considers that EORN has relevant experience with telecommunications infrastructure in rural communities and can provide a useful perspective on improving network resiliency in rural and underserved areas.

All parties to the proceeding will have the opportunity to respond to EORN’s intervention during the reply phase. Further details on the reply phase will be communicated to parties to the proceeding by staff letter.
