Subject: Application for costs award with respect to Broadcasting and Telecom Notice of Consultation CRTC 2025-94 – Call for comments – A new approach to funding public interest participation in Commission proceedings

Dear Don Mercer:

On 12 December 2025, the Canadian Radio-television and Telecommunications Commission received an application for costs from the Consumers Council of Canada (CCC) with respect to its participation in Broadcasting and Telecom Notice of Consultation CRTC 2025-94 - Call for comments – A new approach to funding public interest participation in Commission proceedings.

The purpose of this letter is to request information from the CCC regarding its application for final costs. To complete CCC’s application for final costs, please respond to the question below.

  1. Section 68 of the Canadian Radio-television and Telecommunications Commission Rules of Practice requires costs applicants to demonstrate whether the applicant had or was the representative of a group or a class of subscribers that had an interest in the outcome of the proceeding. In Telecom Information Bulletin 2016-188, the Commission provided guidance regarding how an applicant may demonstrate that it satisfies this criterion with respect to its representation of interested subscribers.

    In its costs application, the CCC submitted that it represents the interests of consumers across multiple sectors, including broadcasting and telecommunications. However, it did not provide further elaboration.

Using the referenced Information Bulletin, explain in detail how the CCC represented a group or class of subscribers that had an interest in the outcome of the proceeding. The CCC should clearly and specifically identify and describe the group or class of subscribers it purports to represent and how the interests of this group or class of subscribers were represented.

CCC is requested to provide the information requested above no later than 28 July 2026.

A copy of this letter and all related correspondence will be added to the public record of the proceeding.
