Subject: Application for costs award with respect to Broadcasting and Telecom Notice of Consultation CRTC 2025-94 – Call for comments – A new approach to funding public interest participation in Commission proceedings

Dear Kimberly Wood:

On 17 December 2025, the Canadian Radio-television and Telecommunications Commission received an application for costs from the Canada Deaf Grassroots Movement (CDGM) with respect to its participation in Broadcasting and Telecom Notice of Consultation CRTC 2025-94 - Call for comments – A new approach to funding public interest participation in Commission proceedings (CRTC 2025-94).

The purpose of this letter is to request information from CDGM regarding its application for costs. Commission staff sends requests for information such as this one to gather all information required to process cost applications.

In your reply dated 18 January 2026 to Bell, you state:

"This position overlooks prior Commission practice recognizing that conference attendance and sector-wide regulatory forums may support informed participation, particularly for accessibility and disability-led organizations.

The Deaf Wireless Canada Committee (“DWCC”) has previously received cost awards where attendance at conferences such as the Telecommunications for Deaf Inc. (“TDI”) Conference and other sector forums was recognized as supporting effective participation in Commission proceedings.

These precedents reflect the Commission’s recognition that accessibility expertise is not developed solely through formal hearings, and that equity-seeking organizations often require additional preparatory engagement to overcome systemic barriers."

Provide the specific Commission decision(s) that you are referring to when you note that the DWCC received costs for “attendance at conferences such as the Telecommunications for Deaf Inc. (“TDI”) Conference and other sector forums was recognized as supporting effective participation in Commission proceedings”.

CDGM is requested to provide the information requested no later than 31 July 2026.

A copy of this letter and all related correspondence will be added to the public record of the proceeding.
