Subject: Broadcasting Notice of Consultation 2026-103 (Notice of application received) – Corus Entertainment Inc., 26 May 2026 – Procedural request
Dear Peggy Tabet,
Thank you for your letter dated 1 June 2026, which sets out Quebecor Media Inc.’s (Quebecor Media) procedural request in the proceeding initiated by Broadcasting Notice of Consultation 2026-103 (Notice of application received) – Corus Entertainment Inc. (the proceeding).
This letter is to inform you of the Commission’s decision regarding that request.
Quebecor Media requested that the Commission launch an appearing public hearing for this proceeding. In support of its request, Quebecor Media submitted that similarly significant transactions have involved an appearing hearing in the past. Quebecor Media also submitted that the nature of the change of control proposed by Corus Entertainment Inc., as well as the fact that an exception to Broadcasting Regulatory Policy 2014-459 (the tangible benefits policy) is being sought, would justify an appearing hearing.
Upon consideration of the request, the Commission has determined that it is appropriate to maintain the process set out in the Notice of the proceeding.
The Notice of Consultation (Notice of application) process is a fair and appropriate mechanism by which to develop an evidentiary record for this proceeding. Key issues have been identified in the Notice. Interested persons can provide comments and the applicant has an opportunity to reply. Further, the Commission notes that this process is consistent with changes in effective control applications involving share transfers, as set out in Broadcasting Information Bulletin 2008-8-2.
Accordingly, the Commission denies Quebecor Media’s request for an appearing hearing in this proceeding.
Interested persons are encouraged to file their submissions on the merits of the application within the established timelines.
