Subject: Forum for Research and Policy in Communication procedural request regarding the Canadian Association of Broadcasters’ application to eliminate monthly television logs filing requirements.

Dear Monica Auer,

Thank you for your letter dated 10 February 2026, filed on behalf of the Forum for Research and Policy in Communications (FRPC), requesting that the Commission return the Canadian Association of Broadcasters’ (CAB) application or that it alternatively strikes out parts of its reply on the basis that it raises issues that extend beyond the scope of the original application.

In this regard, the Commission notes that the CAB’s application proposed amendments limited to specific provisions relating to the timing of television log. The CAB’s reply did not propose changes to requirements respecting the retention or content of television logs themselves. This was confirmed by the CAB in its response to the FRPC, stating that it continues to seek the elimination of the monthly filing requirement in favour of an audit-based approach. The CAB also confirmed that it was not seeking any additional regulatory relief beyond what was identified in the original application.

The Commission has also considered your concerns regarding broader statements made in the CAB’s reply. In the Commission’s view, the CAB’s statement encouraging a “deep and thorough review” of reporting requirements is contextual in nature and neither constitutes a new request outside the scope of the original application, nor alters the relief sought in the application. Additionally, you raised concerns about the lack of evidentiary support noted in the CAB’s reply. These concerns relate to the strength of the evidence presented by the CAB, which is an element that the Commission will take into consideration when assessing the merit of the application.

In light of the above, the Commission finds that the matters raised by the FRPC in its 10 February letter do not justify that the Commission return the CAB’s application nor strike of any part of its reply. The Commission therefore denies FRPC’s request and will assess the application filed by the CAB on its merits.
