Subject: Telecom Part 1 Application by Broadlytics, Application to Ensure SWIFT-Funded Networks Comply with CRTC’s Aggregated FTTP Access Mandate – Request for information from Bell Canada

Dear Phillipe Gauvin,

Commission staff is seeking information from Bell Canada regarding a Part 1 application submitted by Broadlytics Inc. (Broadlytics) on 18 August 2025.

Broadlytics is requesting, among other things, that the Commission confirm that networks constructed under the Southwestern Integrated Fibre Technology (SWIFT) program are subject to the aggregated wholesale HSA framework for fibre-to-the-premises facilities, as set out in Telecom Regulatory Policy 2024-180. While Bell Canada did not intervene in this proceeding, the company is listed as a recipient of funding from SWIFT.

Commission staff requests that Bell Canada submit their response to the below request for information no later than 10 November 2025.

  1. Regarding the network facilities that Bell Canada constructed with funding from SWIFT and that Bell Canada operates:
    1. Provide a list of the communities where these facilities were constructed.
    2. Provide an estimate of the total number of homes passed by these facilities.
    3. Are you offering wholesale access to these facilities on a disaggregated basis and/or an aggregated basis? Organize your answer by facilities operated before and after 13 August 2024.
    4. If you are offering wholesale access to these facilities on a disaggregated basis and/or an aggregated basis, under which terms and conditions are you providing such wholesale access (i.e., CRTC approved tariffs or other contractual terms imposed as a condition of a SWIFT funding agreement)? Provide the details for the associated terms and conditions.

All documents filed and served must be received, not merely sent, by the date provided. Parties are to send an electronic copy of all documents to Commission staff copied on this letter.

The Commission requires the responses or other documents to be submitted electronically by using the secured service “My CRTC Account” (Partner Log In or GCKey) and filling the “Telecom Cover Page” located on the Commission’s website.

As set out in section 39 of the Telecommunications ActFootnote1and in Broadcasting and Telecom Information Bulletin CRTC 2010-961Footnote2Procedures for filing confidential information and requesting its disclosure in Commission proceedings, persons may designate certain information as confidential. A person designating information as confidential must provide a detailed explanation on why the designated information is confidential and why its disclosure would not be in the public interest, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure. Furthermore, a person designating information as confidential must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.
