Subject: Netflash Internet Solutions – Part 1 application for non-discriminatory and timely access on reasonable terms and conditions to MDUs owned by Crescent Homes — Expedited Timelines
On 17 October 2025, the Commission received a Part 1 application from Continuum Online Services Ltd, operating as Netflash Internet Solutions (Netflash). In the application, Netflash requested non-discriminatory and timely access on reasonable terms and conditions to residential buildings at and around 130 Otterbein Road in Kitchener, Ontario, which are owned by Crescent Homes. Netflash also requested that its application be treated expeditiously.
According to Netflash, because occupancy is imminent, any further delay would permanently disadvantage Netflash and undermine competitive fairness. Because of this information, Commission staff considers that it is appropriate to process the request on an expedited basis. Accordingly, Crescent Homes and all interested parties have until 12 November 2025 to file their answer or intervention on the part 1 application for non-discriminatory and timely access on reasonable terms and conditions, with a copy to Netflash. Reply comments from Netflash may be filed no later than 19 November 2025, with a copy to Crescent Homes and all interested parties. Documents are to be received, and not merely sent, by these dates.
