Subject: Application regarding delays by Bell Canada when routing new central office codes obtained by Iristel – Extension to Request for Information Response Deadlines

On 10 April 2025, Iristel Inc. (Iristel) filed a Part 1 application alleging that Bell Canada (Bell) had caused unreasonable delays in routing new central office (CO) codes obtained by Iristel.

On 26 September 2025, Commission staff issued a letter requesting that Bell and TELUS Communications Inc. (TELUS) provide information regarding failed reachability tests of 28 CO codes obtained by Iristel located in TELUS’ ILEC territory. To ensure the information provided to staff is as accurate and aligned to the maximum extent feasible, Bell and TELUS were to file their response jointly, by 10 October 2025.

In a letter filed on 9 October 2025, Bell and TELUS indicated that they have engaged in significant coordination efforts to comply with Commission staff’s request to file a joint response. They noted, however, that additional time is required to share their findings and finalize the details of their submission, particularly given that key personnel will be attending the CISC Emergency Services Working Group meeting from 14 to 16 October 2025. Accordingly, Bell and TELUS requested that the deadline for filing their response be extended to 24 October 2025 and proposed that the deadline for Iristel’s reply be adjusted to 7 November 2025.

In light of the need to ensure reception of accurate information required to effectively address Iristel’s application, staff considers it reasonable to provide additional time for TELUS and Bell to prepare their response to staff’s letter. As such, staff hereby extends the deadline by which Bell and TELUS are to file their response to the questions set out in staff’s letter to 24 October 2025.

Consequently, the deadline by which Iristel may file a reply to Bell and TELUS’ response is extended to 7 November 2025.

Staff reminds Iristel that it is to limit its reply comments to only the new information provided by Bell and TELUS, and all parties that they are expected to disclose as much information as possible on the public record to ensure a definitive understanding of the matter.

This letter and any subsequent correspondence will be placed on the Commission’s website. As set out in section 39 of the Telecommunications Act and in Procedures for filing confidential information and requesting its disclosure in Commission proceedings, Broadcasting and Telecom Information Bulletin CRTC 2010-961, 23 December 2010, parties may designate certain information as confidential, though it must provide a detailed explanation on why the designated information is confidential, and why its disclosure would not be in the public interest, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure. Furthermore, should parties designate information as confidential, it must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.
