Subject: Part 1 Application by City Wide Communications Inc. filed on behalf of itself, Frontier Networks Inc. and Purple Cow Internet Inc., for various relief in response to Eastlink’s network outage of July 2023—Request for Information
Dear David Pothier, Luigi Calabrese, and Bradley Farquhar:
The Commission is considering the above-referenced Part 1 application (the Application), filed by City Wide Communications Inc. (City Wide) on behalf of itself, Frontier Networks Inc. (Frontier) and Purple Cow Internet Inc. (Purple Cow—collectively, the Competitors).
Section 37 of the Act provides that the Commission may require Canadian carriers or any person to file information or documents that the Commission considers necessary for the administration of that Act. As part of its consideration of the Application, the Commission is sending this request for information (RFI) to gather regarding the expenses incurred by the Competitors during Eastlink’s July 2023 network outage (the Outage).
The Competitors are requested to submit their responses to the attached questions by 25 September 2025. In addition to filing their response with the Commission, the Competitors must also serve a copy of their response on Eastlink. Eastlink will have until 6 October 2025 to comment on the RFI answers and may file comments limited to only the new information provided in the responses. Recipients are reminded that their responses are required to be submitted electronically, and in full compliance with the CRTC Rules of Practice and Procedure.
Section 39 of the Act and Broadcasting and Telecom Information Bulletin CRTC 2010-961 provide that persons may designate certain information submitted to the Commission as confidential. A detailed explanation of why the designated information is confidential and why its disclosure would not be in the public interest must be provided, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in its disclosure.
If you file a document containing confidential information, an abridged version of the document omitting only the confidential information must also be filed with the Commission; alternatively, reasons why an abridged version cannot be filed must be provided. Only the abridged version of the document will become part of the public record and will be posted on the CRTC website.

- In the application, City Wide claimed that it incurred additional costs to respond to the Outage. Provide the total amount of expenses, above and beyond normal operating expenses, your company incurred as a direct consequence of and in response to the Outage until Eastlink’s TPIA services were fully restored, along with supporting evidence.
- Provide the total monthly amount City Wide was paying for Eastlink’s TPIA service, as of 1 July 2023.
- Provide the total amount of compensation received from Eastlink following the Outage, if any.
- Provide the total amount of compensation (if any) City Wide provided to each of its end-customers whose services were disrupted as a consequence of the Outage, expressed on both a per-customer basis and in total.
To Frontier and Purple Cow
- Provide the total amount of expenses, above and beyond normal operating expenses, your company incurred as a direct consequence of and in response to the Outage, until Eastlink’s TPIA services were fully restored along with supporting evidence.
