Subject: Thousand Block Pooling Implementation Checklist and Survey Coordinator
In Implementing thousand-block pooling, Telecom Regulatory Policy CRTC 2024-26 (TRP 2024-26), 5 February 2024, the Commission directed local exchange carriers (LECs) and wireless carriers (WSPs) to implement thousand block pooling (TBP) by 6 October 2025.
Following TRP 2024-26, Commission staff issued a letter on 20 March 2025 advising that, to support the TBP implementation:
- the Canadian Steering Committee on Numbering (CSCN) was in the process of developing a detailed TBP implementation checklist intended for LECs and WSPs (the TBP Checklist); and
- the Canadian Numbering Administration Consortium Inc. (CNAC) was in the process of establishing a TBP implementation survey coordinator, who would be responsible for collecting and compiling periodic TBP implementation progress reports based on the TBP Checklist (the TBP Survey Coordinator).
The purpose of this letter is to inform LECs and WSPs that the abovementioned tasks have been completed. In the coming days, you will receive an email from the TBP Survey Coordinator (TBP-BMD@cnacexec.ca), which will include the link to access the TBP Checklist along with a request for you to:
- respond to the TBP Checklist; and
- update your responses to the TBP Checklist on a bi-weekly basis.
Detailed instructions on when and how to file your responses and updates will be outlined in the TBP Survey Coordinator’s email, which will be sent to the contacts that the TBP Survey Coordinator has on file.
Commission staff expects all LECs and WSPs to file complete responses and updates to the TBP Checklist according to the TBP Survey Coordinator’s deadlines.
Company-specific responses and updates to the TBP Checklist will be treated as confidential by the TBP Survey Coordinator. Specifically, in its reports filed with the Commission, the TBP Survey Coordinator will designate all company-specific information as confidential pursuant to section 39 of the Telecommunications Act. However, each confidential report will be accompanied by an abridged cover letter for the public record, summarizing high-level, aggregated progress on TBP implementation across the Canadian telecommunications industry.
Finally, Commission staff would like to remind all LECs and WSPs that have not yet provided contact information for their technical as well as regulatory primes, as requested in the staff letter of 20 March 2025, to do so as soon as possible.
