Subject: Applications regarding the state of competition and regulatory forbearance in the Quebec and Ontario Internet services markets, 8622-B89-202503086, Deadline extension to file interventions and replies
On 25 July 2025, Commission staff issued a letter to parties informing them that the deadline to file interventions and replies would be extended to 11 August 2025 and 21 August 2025, respectively.
On 4 August 2025, Transat Telecom (Transat) filed a letter with the Commission to add new evidence to the record and to amend its initial Part 1 application. On 6 August 2025, Bell responded with a letter objecting to Transat’s submission, stating that it was outside of the Commission’s established process, and asking that it be removed from the record.
Commission staff acknowledges that Transat’s submission of new evidence and addendum to its initial application does not adhere to section 24 of the CRTC Rules of Practice and Procedure, under which an applicant is restricted from amending their application or filing any supplementary documents related to the application after the application has been posted. However, Commission staff notes that Transat’s initial application was filed on 6 January 2025 and that since the reopening and consolidation of its application with that of Bravo Telecom’s on 27 June 2025, there may have been a need to revise its initial application and include additional information.
Commission staff considers that the new evidence filed by Transat requires that all parties be given additional time to address the supplemental matters raised by Transat. In this regard, a two-week extension would be reasonable.
Accordingly, the deadline for responses to these applications is now extended to 25 August 2025 and the deadline for replies is extended to 4 September 2025.
