Subject: Applications regarding the state of competition and regulatory forbearance in the Quebec and Ontario Internet services markets, 8622-B89-202503086, Procedural Request – Request for deadline extension to file interventions and replies
On 27 June 2025, the Commission published two consolidated Part 1 applications from Bravo Telecom and Transat Telecom concerning anti-competitive practices in the Quebec and Ontario retail Internet services markets. The deadline to submit interventions is 28 July 2025, and the deadline for replies is 7 August 2025.
On 18 July 2025, the Competitive Network Operators of Canada (CNOC) and the Independent Telecommunications Providers Association (ITPA) jointly filed with the Commission a procedural request to extend the deadline for interventions from 28 July 2025 to 11 August 2025, and the deadline for replies from 7 August 2025 to 21 August 2025.
CNOC and ITPA indicated that they require additional time to participate in a comprehensive and effective way in the proceeding. The parties noted that the proceeding started only one week after the Commission issued its decision on the requests to review and vary Competition in Canada’s Internet service markets, Telecom Regulatory Policy CRTC 2024-180, 13 August 2024, in which they had been heavily involved. CNOC and ITPA stated that they are also involved in several other active proceedings before the Commission, and that they are further impacted by resource constraints during the summer months.
Commission staff considers that it is necessary to build a fulsome record for this ongoing proceeding, and that it would be beneficial to consider the positions of independent Internet service providers. In this regard, a two-week extension to provide parties with extra time to prepare their submissions would be reasonable given the circumstances. Commission staff notes that no party has objected to this extension request.
Accordingly, the deadline for responses is extended to 11 August 2025 and the deadline for replies is extended to 21 August 2025.
