Subject: Bell Canada, Part 1 Application to request forbearance from the regulation of Bell Canada’s Digital Exchange Access Service, Requests for information – Response to Hydro-Québec’s Procedural Request

Dear Hassan Ibrahim,

On 27 June 2025, Commission staff intended to send requests for information in relation to a Part 1 application from Bell Canada (Bell) requesting regulatory forbearance from Bell’s General Tariff, CRTC 6716, Item 5300 – Digital Exchange Access (DEA) Service. Questions were intended to be sent to Bell and Hydro-Québec. The deadline to respond to these questions was 9 July 2025. Although these requests for information were added to the public record of the proceeding, they were never sent to parties by email.

On 11 July 2025, Hydro-Québec filed a procedural request with the Commission to extend the deadline for it to file its response from 9 July 2025 to 18 July 2025. Hydro-Québec submitted that it had not received Commission staff’s 27 June 2025 re quests for information and requires this extension to develop responses.

Commission staff considers that additional time is required to allow Hydro-Québec to respond to the questions. Further, the request is for a reasonable extension and will not disadvantage other parties.

Accordingly, Commission staff confirms that the deadline for parties to file responses to the questions set out in its letter of 27 June 2025 is extended until 18 July 2025. While Bell has already filed a response, it may amend or add to its response by the new deadline. Bell will then have an opportunity to file a reply by 23 July 2025.
