Subject: Part 1 Application by the Canadian Public Safety Operations Organization, requesting the establishment of an Emergency Responder Broadband Network

Dear Duane McKay,

We are following up on your Part 1 Application submitted on behalf of the Canadian Public Safety Operations Organization (CanOps) on 31 January 2025.

CanOps’ application included several requests focused on the establishment of an Emergency Responder Broadband Network (ERBN) and how to interconnect it with Next-Generation 9-1-1 (NG9-1-1) networks.

The Commission notes that Public Safety Canada is leading the development of a Public Safety Broadband Network (PSBN), of which ERBNs are a subset, and its 6 March 2025 What We Heard Report, noted that the next step is to “[…] put in place a governance framework that will designated a PSBN Authority responsible for overseeing and leading the development of the network.”

The Commission believes that this work is essential in order to ensure that any interconnection requirements are effective. Accordingly, it would be premature for the Commission to consider this application at this time. As such, the Commission considers this Part 1 application closed. 

The Commission invites CanOps to continue to share its perspective on the telecommunications industry’s role in the evolution of 9-1-1 services in Canada, including through public proceedings and engaging with the Emergency Services Working Group.
