Subject: Bell Canada, Part 1 Application to request forbearance from the regulation of Bell Canada’s Digital Exchange Access Service, Requests for information – Response to Hydro-Québec’s Procedural Request
Dear Hassan Ibrahim,
On 7 May 2025, Commission staff sent requests for information in relation to a Part 1 application from Bell Canada (Bell) requesting regulatory forbearance from Bell’s General Tariff, CRTC 6716, Item 5300 – Digital Exchange Access (DEA) Service. Questions were sent to Bell, Hydro-Québec, and Bell’s other existing DEA customers. The deadline to respond to these questions is 6 June 2025.
On 5 June 2025, Hydro-Québec filed a procedural request with the Commission to extend the deadline for it to file its response from 6 June 2025 to 13 June 2025. Hydro-Québec submitted that it requires this extension to develop more complete answers.
Commission staff considers that additional time would allow Hydro-Québec to more effectively respond to the questions posed by Commission staff, which will result in a more complete record. Further, the request is for a short extension and will not disadvantage other parties. Commission staff considers that it would be fair for the extension to be granted to Bell and other existing DEA customers as well.
Accordingly, Commission staff confirms that the deadline to file responses to the questions set out in its letter of 7 May 2025 is extended until 13 June 2025. Bell will then have an opportunity to file a reply by 23 June 2025.
