Subject: Procedural request regarding Bell Canada’s Part 1 application – Adapting the regulatory framework for mobile wireless primary exchange service
Dear Marc Nanni,
Thank you for your procedural request regarding Bell Canada’s Part 1 application.
In your request, dated 21 April 2025, you ask that the Commission (i) close or severely limit Bell Canada’s application and instead issue a copper decommissioning consultation that includes a hearing, and (ii) inform the Deaf community of the application and protect people in rural communities.
Commission staff has reviewed your request and considers that Bell Canada’s application is limited to the consideration of incumbent local exchange carrier (ILEC) obligations when providing stand-alone primary exchange service (PES) over mobile wireless networks in exchanges where local service is forborne. In staff’s view, it does not seek to address or reopen broader issues. Accordingly, there is no basis upon which to restrict the scope of Bell Canada’s application.
In addition, Commission staff considers that a substantial part of your comments are not procedural in nature but rather are comments on the substantive matters raised in Bell Canada’s application. As such, and to be considered by the Commission as part of its deliberations, these should be raised as part of an intervention on the merits of the application, in accordance with the Commission’s established timelines and procedures. Please contact the Commission’s Hearings & Public Proceedings group at hearing@crtc.gc.ca for assistance in submitting comments.
However, regarding your concern that members of the Deaf and hard-of-hearing communities may not be aware of Bell Canada’s application, Commission staff has asked Bell Canada to serve a copy of its application on Deaf and hard-of-hearing organizations. Consequently, interested persons will have until 19 June 2025 to submit comments.
