Subject: Part 1 Application by Quebecor Media Inc. to require the disclosure of locations where fibre-to-the-premises services are available – Requests for Information
On 20 September 2024, Quebecor Media Incorporated (QMI) submitted a Part 1 application to the CRTC, requesting that the Commission require Bell Canada and Telus to disclose locations where fibre-to-the-premises services are available in accordance with Telecom Regulatory Policy 2024-180.
Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may require parties to file information or documents where needed. Commission staff considers that additional information is required to obtain a full and complete record in this proceeding.
QMI, Bell Canada, TELUS Communications Inc. (TCI), Rogers Communications Canada Inc. (Rogers), and TekSavvy Solutions Inc. (TekSavvy) are requested to provide comprehensive answers, including rationale and any supporting information, to the attached requests for information by 28 March 2025.
As set out in section 39 of the Telecommunications Act and in Broadcasting and Telecom Information Bulletin CRTC 2010-961, Procedures for filing confidential information and requesting its disclosure in Commission proceedings, persons may designate certain information as confidential. A person designating information as confidential must provide a detailed explanation on why the designated information is confidential and why its disclosure would not be in the public interest, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure.
Furthermore, a person designating information as confidential must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.

Bell Canada, TCI
- Provide a list of all Internet service providers (ISPs), by province, with which your company, or its affiliates, have signed non-disclosure agreements (NDAs) as part of providing mandated aggregated wholesale fibre-to-the-premises (FTTP) access.
- Provide a list of all ISPs with which your company, or its affiliates, have been contacted for mandated aggregated wholesale FTTP access, but with which your company, or its affiliates, have not yet signed an NDA.
- Describe the process(es) through which your company, or its affiliates, provide or will provide eligible locations to ISPs that have signed an NDA for mandated aggregated wholesale FTTP access. Explain how the information is transferred (e.g. manually or automated), what software or tools are used to send the information, and how frequently that information is updated, gathered, and sent to the other ISP(s).

- If your company uses a template for its NDAs as part of providing mandated aggregated wholesale FTTP service to ISPs, provide a copy of the template.
QMI, Rogers, TekSavvy
- How long did it take, after receiving a list of locations from Bell Canada or TCI, for your company, or its affiliates, to then inform end-users of retail availability of FTTP services provided through mandated aggregated wholesale access at end-users’ locations (such as through an online Internet service availability portal on your website)?
QMI
- Outside of Quebec, how long did it take for QMI, and its affiliates, between submitting their first request for the list of locations where FTTP services are available and concluding agreements, to receive lists on fibre availability at end-user locations from Bell Canada or TCI?
- How many end-users is QMI, or its affiliates, serving in Ontario through aggregated wholesale FTTP access?
Rogers
- Rogers indicated that it had been unable to sign reasonable NDAs with Bell Canada or TCI for location data to access mandated aggregated wholesale FTTP internet services in several provinces. Since that time, in those same provinces:
- Has your company, and its affiliates, received lists on fibre availability at end-user locations from Bell Canada or TCI?
- Has any progress been made towards signing reasonable NDAs with either Bell Canada or TCI?
TekSavvy
- How long did it take for TekSavvy, between submitting its first request for mandated aggregated wholesale FTTP access and concluding agreements, to receive lists on fibre availability at end-user locations from Bell Canada and TCI?
