Subject: Implementing a retail Internet service subsidy in the Far North, Notice of Consultation CRTC 2025-10, Procedural Request – Request for deadline extension to file Reply Comments

On 16 January 2025, the Commission published Telecom Notice of Consultation (NoC) 2025-10 to determine how to best implement a retail Internet subsidy in the Far North. The deadline for interventions was 18 February 2025, and the deadline for replies is 28 February 2025.

On 20 February 2025, First Mile Connectivity Consortium (FMCC) filed with the Commission a procedural request to extend the deadline for replies from 28 February 2025 to 21 March 2025. FMCC noted the various challenges it faces to respond to the issues explored in the NoC before the deadline for replies. FMCC also noted that an extension to the deadline for replies would allow it to engage with FMCC members and Northern residents on issues related to the proceeding. Commission staff notes that FMCC is a party to the proceeding because it submitted an intervention during the intervention period.

On that same date, Eeyou Communications Networks (ECN) filed a letter with the Commission indicating its support of FMCC’s request, as it would provide intervenors additional time to prepare their responses to the issues being explored in the proceeding. Staff notes that ECN is not a party to the proceeding.

Commission staff would like to thank FMCC and ECN for their interest in this proceeding and acknowledges the importance of ensuring a diversity of voices and perspectives on the issues raised in this proceeding.

Staff notes that it is during the intervention period that parties submit comments and new information on the record of the proceeding. The reply period then provides an opportunity to make comments on the points raised in the interventions of other parties. The reply period cannot be used to provide comments and information on issues that have not been raised in the

intervention period, and only parties to the proceeding (i.e. those who have filed an intervention during the intervention period) may file a reply.

To FMCC, your intervention and procedural request indicate that you intend to submit, as part of your reply, the results of consultations as well as comments from your members. If your intention is to provide new comments and information on the record, this can not be achieved through an extension to the reply period. Instead, when your submission is ready, you may submit it along with a procedural request seeking to add new comments or information to the record of the proceeding. That request would then be considered by the Commission.

To ECN, if you would like to provide comments on the record of the proceeding, you may submit them along with a procedural request to add new comments or information to the record in the form of an intervention and to become a party to the proceeding.
