Subject: Telecom Regulatory Policy 2025-9 – reporting requirements for Northwestel

Dear Imran Khan:

In TRP 2025-9, at paragraphs 84 and 180, the Commission established new annual reporting requirements for Northwestel in relation to overage fees and outages.

For overage fees, Northwestel is required to provide the number and percentage of subscribers who paid overage fees or purchased additional usage blocks, the revenues earned from overage fees, and the overall data usage trends over time.

For network outages, Northwestel is required to provide the number of customers affected, location(s) of the outage, cause(s) of the outage, start time of the outage, duration of the outage, and services affected.

Northwestel is to provide this information by submitting it through the CRTC’s web-based Data Collection System (DCS), using the new Annual Telecommunications Survey form created for this purpose: Form 205 – “Overage fees and outages”. This form will be issued as part of the annual survey in February, along with further instructions. It will be due on April 15 of each year, beginning in 2025. It will be in the format set out in Appendices A and B.

Further, as set out in TRP 2025-9, Northwestel is required to submit an abridged version of this annual reporting, to be published on the CRTC website. Northwestel should submit the abridged version through DCS as a separate attachment to Form 205.

In addition, for the first year of collecting data for overage fees and outages, Northwestel will be required to submit data for previous years, from 2020 to 2024 inclusive, through DCS. For each reporting year, provide a separate form.

Northwestel should also include an abridged version for previous years, to be filed through DCS as a separate attachment. The abridged version addressing previous years can be filed as a single attachment.
