Subject: Procedural letter - Items filed pursuant to Telecom Notice of Consultation CRTC 2023-56, Notice of hearing – Review of the wholesale high-speed access service framework – Incumbent Local Exchange Carriers follow-up to Telecom Order CRTC 2025-13 - Confidential information disclosure process

On 15 November 2023, Commission staff informed parties that, in an effort to support an efficient process, new proposed tariffs and associated rates would not be considered effective the date of the letter, including amendments to existing proposed rates, or submissions for new proposed rates, for consideration as part of the tariff proceedings arising out of Notice of Consultation 2023-56 (NoC 2023-56). Commission staff further clarified that revisions or amendments may be requested by Commission or Commission staff if deemed necessary and appropriate.

On 11 March 2024, Commission staff considered that Bell Canada would be permitted to submit proposed rates and associated cost models for the provision of wholesale aggregated high-speed access (HSA) services in its operating territories in Atlantic Canada and Manitoba, as none of this information had been filed to that date. Commission staff advised that further process related to these submissions would be established at a future date.

In letters dated 13 May 2024, 31 May 2024, and 28 June 2024, Commission staff posed questions to Bell Canada, TELUS Communications Inc (TCI), and Saskatchewan Telecommunications (SaskTel) related to Tariff Notices (TNs) filed pursuant to NoC 2023-56. In each letter, Commission staff advised that further process related to these submissions would be established at a future date.

Commission staff is now setting disclosure process for the aforementioned submissionsFootnote 1. Commission staff considers that parties have had access to the public record for these items for anywhere from several weeks to several months. Commission staff therefore considers that parties have had ample time to have formulated their submissions in advance of process being established.
