Subject: Broadband Fund Policy Review, Telecom Notice of Consultation CRTC 2023-89 – Approval of requests for extension to respond to Requests for Information
On 23 March 2023, the Commission issued Broadband Fund Policy Review, Telecom Notice of Consultation CRTC 2023-89 (TNC 2023-89), inviting interested persons to propose changes to the Commission’s Broadband Fund program (the Broadband Fund policy review).
On 10 January 2025, Commission staff issued a Request for Information (RFI) letter seeking comments regarding a new resiliency-focused project type that is being considered under the Broadband Fund.
On 14 January 2025, the Commission received a joint request from Eeyou Communications Network (ECN) and the Kativik Regional Government (KRG) to extend the deadline to provide responses from 24 January 2025 to 14 February 2025. ECN and KRG stated that they are unable to develop a fulsome response to the questions posed by the Commission due to the tight timeline. They submitted that developing comprehensive and evidence-based answers with a small staff and limited resources, as well as consulting with other members and stakeholders, would require more than 10 working days.
Also on 14 January 2025, the First Mile Connectivity Consortium (FMCC) filed comments in support of ECN and KRG’s request.
On 16 January 2025, Québecor Média inc. (Québecor Média), on behalf of its affiliates Videotron Ltd. and Freedom Mobile Inc., also submitted an extension request on similar grounds and asked for the same extension.
On 17 January 2025, Blue Sky Net filed comments in support of the extension request.
Commission staff acknowledges that it has requested some highly technical information and agrees that an extension would be appropriate in this case. An extension would provide parties with sufficient opportunity to respond and would help build a fulsome record.
Commission staff therefore approves the request by ECN, KRG, FMCC, Québecor Média, and Blue Sky Net to extend the deadline for responses to 14 February 2025. The deadline for replies is extended to 28 February 2025, and the Commission will consider this revised date to be the close of record for issues considered in this phase of the proceeding.
