Subject: Telecom and Broadcasting Notice of Consultation CRTC 2025-180, Call for comments - Improving the public alerting system, — Procedural Request Submitted by FRPC for Single Zip File of all Comments made on ‘CRTC Conversations’ Online Engagement Platform
In your correspondence of 12 December 2025, the FRPC requested that the Commission make public, by 15 December 2025, a .zip file of the comments made regarding Telecom and Broadcasting Notice of Consultation CRTC 2025-180 through the ‘CRTC Conversations’ online engagement platform. You also commented on the CRTC Conversations Terms of Use and privacy considerations regarding this platform.
The Commission encourages people with a diversity of perspectives and interests to participate in its proceedings and is committed to enabling participation through a variety of means. CRTC Conversations is an online engagement platform, launched in November 2021, to provide another way for Canadians to share their views on certain public consultations. Providing views on CRTC Conversations is an alternative to participating as an intervener in a proceeding; it is designed for members of the public to share views on the main topics in a consultation without becoming parties to the proceeding along with the rights and responsibilities that this comes with. When CRTC Conversations is used, submissions are only visible to the CRTC Conversations administrators (notably, CRTC staff), until a report of the submissions is compiled and posted to the public record of the proceeding. This allows the public and parties to take note of the comments and for the Commission to consider and appropriately weigh the comments received on this platform.
We appreciate the FRPC’s interest in the comments from Canadians received on CRTC Conversations. As set out in NOC 2025-180 at paragraph 45, the CRTC will post a report of the views to the public record and CRTC staff is working to complete this in a timely fashion in advance of the deadline for parties to file final written submissions which is 28 January 2026. Regarding the scope of replies in this proceeding, CRTC staff notes further that, as set out in NOC 2025-180 at paragraph 32, interveners’ replies must be limited to responding to matters raised in the interventions, although you may refer to posts made in CRTC Conversations in any final submission you may choose to submit.
Staff notes that as a quasi-judicial administrative tribunal, the CRTC is required to follow all Government of Canada procurement policies, privacy legislation and regulatory requirements when selecting service providers. All data gathered is securely stored on servers within Canada and is only collected and used for the stated purposes.
