Subject: Broadcasting and Telecom Notice of Consultation CRTC 2025-94 – Call for comments – A new approach to funding public interest participation in Commission proceedings – procedural request of the Public Interest Advocacy Centre

This letter concerns a procedural request submitted by the Public Interest Advocacy Centre (PIAC) on 28 August 2025 (“PIAC’s letter”) requesting that the Commission confirm two matters on the public record in the proceeding launched by Broadcasting and Telecom Notice of Consultation CRTC 2025-94 (“the Notice”). In its request, PIAC requested that the Commission confirm:
- that the importance of public interest participation in Commission proceedings is not being re-litigated; and
- that the new higher rates expected to be set by the Commission for funding public interest participation will be applied to the costs applications for this proceeding, and that the same rates will also apply to proceedings currently before the Commission and initiated after the within Notice of Consultation (12 May 2025).
The Deaf Wireless Canada Consultative Committee, Canada’s Forum for Research and Policy in Communications, Consumers Council of Canada, and OpenMedia supported PIAC’s request.
Commission staff notes that the Notice is clear as to the scope of the proceeding, which is to consider how the Commission can better support people, including public interest groups, to participate in its proceedings. All parties have the opportunity to file submissions on these matters as part of their interventions and replies. This would include any proposals with respect to necessary changes to the Scale of Costs, including when and how they should be applied.
