Subject: Staff Letter - Broadcasting - Part 1 Application (2025-0175-9) by Bell Media Inc. (Bell) v. TELUS Communications Inc. (TELUS) – Allegation of Breach of Confidentiality

This letter is further to the correspondence dated 2 May 2025, in which TELUS requested that the Commission adjourn the proceeding and refrain from publishing the Part 1 application submitted by Bell, on the grounds that it contains information protected by settlement privilege.

TELUS specifically raised concerns regarding paragraphs 4 and 14 of the application, alleging that these passages disclose information that may be deemed confidential or privileged.

In light of the above, Commission staff has proceeded with the publication of the abridged application. However, there remains a factual dispute as to whether the information at issue is protected by settlement privilege. Parties may file their initial submissions on this question by 26 June 2025. If required, parties will be entitled to file a final response by 4 July 2025. The Commission will consider this matter and make a determination.
