Subject: Extension of the intervention and reply periods – Application 2024-0604-0 – Part 1 Application by Cogeco Inc. on behalf of its subsidiary Cogeco Media Inc. and Bell Media Inc.

On 20 November 2024, Cogeco Inc. (Cogeco), on behalf of its subsidiary Cogeco Media Inc., and Bell Media Inc. (Bell Media) filed a joint Part 1 application in accordance with the Commission’s Rules of Practice and Procedure seeking a determination by the Commission to prohibit Quebecor Media Inc. (Quebecor) and Leclerc Communication Inc. (Leclerc) from broadcasting QUB Radio content on the radio station CJPX-FM Montréal operated by Leclerc.

On 11 December 2024, the Commission published the aforementioned application and sent a letter from the Secretary General to Leclerc and Quebecor advising them of the Commission's preliminary determination regarding the confidential designation of the Memorandum of Understanding (MOU) between Leclerc and NumériQ Inc. (NumériQ), a subsidiary of Quebecor, as well as certain parts of Leclerc's response dated 22 October 2024 to questions from Commission staff regarding the MOU.

On 16 December 2024, the parties filed their written submissions in response to the Commission letter and requested that the Commission keep certain additional passages of the MOU confidential. This request is currently being processed by the Commission.

This letter is to advise you that the period for filing interventions will be extended by 30 days and the date for filing the reply will be delayed by 5 days. This extension will allow the Commission to add the abridged version of the MOU between Leclerc and NumériQ to the public record of the proceeding pursuant to the Commission's determination and will give the public a reasonable time to file interventions on this new information.

Accordingly, the timetable for the process will be as follows:
