In this decision, the Commission finalizes the order imposing a condition of service, including expenditure requirements, on Arsenal Media Inc. (Arsenal) for the radio programming undertaking operating the French-language commercial radio station CFVM-FM Amqui, Quebec.
In CFEI-FM Saint-Hyacinthe, CFVM-FM Amqui, CFZZ-FM Saint-Jean-sur-Richelieu, CHRD-FM and CJDM-FM Drummondville, CIKI-FM Rimouski and its transmitter CIKI-FM-2 Sainte-Marguerite-Marie, and CJOI-FM Rimouski – Change in ownership and effective control, Broadcasting Decision CRTC 2025-76, 11 March 2025 (Broadcasting Decision 2025-76), the Commission approved Arsenal’s application to change the ownership and control of the French-language commercial radio programming undertakings specified in Broadcasting Decision 2025-76.
In this decision, the Commission also proposed to make an order imposing on Arsenal a condition of service for CFVM-FM Amqui and invited interested persons to make representations on the proposed order. The Commission did not receive any representations.
In light of the above, and pursuant to subsections 9.1(1) and 11.1(2) of the Broadcasting Act, the Commission makes the order imposing on Arsenal Media Inc. the condition of service for CFVM-FM Amqui set out in Appendix 2 to Broadcasting Decision 2025-76.
