CIYN-FM Kincardine and its transmitters CIYN-FM-1 Goderich and CIYN-FM-2 Port Elgin – Change in ownership and effective control – Finalization of conditions of service

  1. In this decision, the Commission finalizes the orders imposing conditions and expenditure requirements on Lakeside Radio Broadcasting Corp. (Lakeside) for the English-language commercial FM radio programming undertaking operating the radio station CIYN-FM Kincardine and its transmitters CIYN-FM-1 Goderich and CIYN-FM-2 Port Elgin, Ontario.
  2. In Broadcasting Decision 2025-307, the Commission approved an application by Lakeside to change the ownership and control of CIYN-FM Kincardine and its transmitters CIYN-FM-1 Goderich and CIYN-FM-2 Port Elgin. Following the transaction, London Publishing Corp. (London), Lakeside’s parent company, will acquire from Gregory Hetherington 47.4% of Lakeside’s shares. As a result, London would hold 94.8% of Lakeside’s shares and effectively control CIYN-FM and its transmitters. The Commission also proposed to make orders imposing on Lakeside various conditions and expenditure requirements, and in accordance with subsections 9.1(4) and 11.1(7) of the Broadcasting Act (the Act), invited interested persons to make representations on the proposed orders. The Commission did not receive any representations.
  3. In light of the above, and pursuant to subsections 9.1(1) and 11.1(2) of the Act, the Commission makes the orders imposing on Lakeside Radio Broadcasting Corp. the conditions and expenditure requirements for CIYN-FM Kincardine and its transmitters CIYN-FM-1 Goderich and CIYN-FM-2 Port Elgin set out in Appendix 2 to Broadcasting Decision 2025-307.
  4. This decision is to be appended to the licence.
