Broadband Fund – Acceptance of statement of work for SSi Micro Ltd.’s satellite project in Nunavut
Background
- In Telecom Decision 2023-418, the Commission awarded up to $26,843,533 to SSi Micro Ltd. (SSi) for its project to increase satellite transport capacity in all 25 communities in Nunavut and to deliver universal service objective-level speeds (50/10 megabits per second [Mbps]) in those communities for the first time. The expedited timeline for implementing this project, which proposed to quickly provide significant improvements to existing telecommunications services in Nunavut, was a key factor in the Commission’s decision.
- In accordance with the conditions of approval set out in Telecom Decision 2023-418, SSi submitted its completed statement of work package for Commission approval on 2 May 2024. A final version of the package was submitted on 29 August 2024.
- In Telecom Order 2025-8, the Commission requested certain changes to SSi’s statement of work. SSi submitted its updated statement of work on 13 February 2025.
Commission’s analysis
- The Commission finds that the updated statement of work complies with all requirements set out in Telecom Decision 2023-418 and Telecom Order 2025-8.
Conclusion
- The Commission approves the updated statement of work and will provide the finalized documents separately and in confidence to SSi.
- Because the project involves network upgrades that must be completed before universal service objective-level service can be made fully available, the Commission is setting two additional conditions of funding:
- SSi must file quarterly progress reports, in the format provided by the Commission, outlining the progress made in the implementation of the network upgrades required for the project and any variances in the project schedule included in the statement of work.
- SSi must offer speeds of 50/10 Mbps in all 25 communities in Nunavut by 31 December 2025. Evidence of service availability must be provided to the Commission by 30 January 2026.
- Provided that SSi complies with all conditions of funding set out in Telecom Decision 2023-418 and the additional conditions in this order, implements the project as described in Schedule A: Statement of Work, and complies with all procedural requirements to submit reports, invoices, and claims for reimbursements, the Commission will direct the Central Fund Administrator to make payments to SSi for its satellite project in Nunavut. Failure to comply with these conditions could result in funding being delayed or not being disbursed.
- SSi must attest and provide evidence that services are being offered as presented in the project services portion of the statement of work. Claim forms are to be submitted every three months. Progress reports are to be submitted every three months until the upgrades are completed.
- SSi is required to submit quarterly progress reports and expense claim forms beginning no later than 2 September 2025.
