Subject: Local competition in Bruce Telecom operating territory – extension request for filing local competition implementation plan

Dear Sharon Bell:

On 25 July 2024, the Commission received a letter from Bruce Telecom indicating that it was in receipt of a formal signed expression of interest from Bell Canada stating its intention to operate as a competitive local exchange carrier in the exchanges of Port Elgin and Tiverton, Ontario.

Bruce Telecom noted that, pursuant to Revised regulatory framework for the small incumbent local exchange carriers, Telecom Decision CRTC 2006-14, 29 March 2006, small incumbent local exchange carriers (SILECs) are required to file a local competition implementation plan within 30 days of the receipt of an expression of interest.

Bruce Telecom further noted that, since receiving the expression of interest, it has not had further contact with Bell Canada to negotiate interconnection and any other necessary arrangements. As a result, Bruce Telecom requested that the 30-day time period for filing its implementation plan commence once it has been in contact with Bell Canada and has the necessary information to proceed.

Under the circumstances, Commission staff agrees that an extension for filing the local competition implementation plan would be appropriate. Accordingly, Bruce Telecom is to file its plan within 30 days of it finalizing Bell Canada’s requirements for entering into the above noted exchanges.
