Subject: Associated with Bell Aliant Tariff Notice (TN) 579 - Withdrawal of the Hospital Patient Telephone Service – Letter from Horizon Health Network (HHN) – Confidentiality Claim
On 22 March 2024, the Commission received an application from Bell Aliant Regional Communications, Limited Partnership (Bell Aliant) proposing changes to its General Tariff CRTC 21491 to withdraw the Hospital Patient Telephone Service.
On 14 August 2024, the Commission received a letter from Horizon Health Network (HHN) regarding that file. HHN filed the letter in confidence. An abridged version of the document was not provided.
Broadcasting and Telecom Information Bulletin CRTC 2010-961Footnote1 describes the procedure for filing confidential information in Commission proceedings.
Commission staff notes that a party filing information can designate it as confidential so long as it falls into a category of information that can be designated as confidential pursuant to section 39 of the Telecommunications Act (the Act). In evaluating a request, an assessment is made as to whether there is any specific direct harm likely to result from the disclosure of the information in question and whether any such harm outweighs the public interest in disclosure.
Commission staff thanks HHN for their participation on this file. However, Commission staff has reviewed the letter by HHN and considers that the information provided in that letter does not fall within one of the categories of information that can be designated confidential under section 39 of the Act. Commission staff is of the view that making this letter publicly available would be in the public’s interest and help inform the Commission’s decision. Consequently, Commission staff intends to make this letter available on the public record.
