Subject: Intention of Iristel Inc. to enter Persona Communication Inc.’s operating territory as a competitive local exchange carrier (CLEC) in various Ontario exchanges
Dear Marielle Wilson:
On 22 July 2024, the Commission received a letter from Persona Communications Inc. (Persona), doing business as Eastlink, following an expression of interest by Iristel Inc. (Iristel) to provide competitive local services in the Ontario exchanges of Aylmer, Cambray, Coldwater, Dyer’s Bay, Lion’s Head, Manitowaning/Wikwemikong, Mindemoya, Port Burwell, Stokes Bay, Straffordville, and TobermoryFootnote1.
Persona submitted that, under its former name Amtelecom Limited Partnership (Amtelecom), it previously introduced local competition in the Aylmer, Ontario exchange with the Commission’s approval of the implementation plan in Telecom Decision CRTC 2018-393. The Commission approved Tariff Notice 82 to introduce tariff provisions to implement local competition in the serving territory of Persona, under the former name Amtelecom, in Telecom Order CRTC 2020-249.
The company further submitted that, as outlined in the Persona General Tariff Section 1300, the former Amtelecom exchanges of Aylmer, Cambray, Coldwater, Dyer’s Bay, Lion’s Head, Manitowaning/Wikwemikong, Mindemoya, Port Burwell, Stokes Bay, Straffordville, and Tobermory are served by a single local interconnection region with a point of interconnection in Aylmer, Ontario. Persona confirmed that there are no other implementation issues to address in order to implement local competition in these exchanges.
In its letter, Iristel indicated that it had completed the requirements to enter as a CLEC in the noted Ontario exchanges. Iristel submitted that it will operate as a Type 1 CLEC, that the Schedule C of the Master Agreement for Local Interconnection (MALI) between Iristel and Amtelecom was filed with the Commission, and that it intends to enter into the exchanges as of 1 August 2024.
As Persona has acknowledged Iristel’s intent to enter the noted exchanges as a CLEC and no further implementation issues are outstanding, Commission staff considers that Iristel can begin offering its services in the noted Ontario exchanges starting 1 August 2024. Commission staff notes that the notification requirements for CLECs can be found in Telecom Decision 2012-396.
