Subject: Follow-up to Outage Reports filed for the 2015-2023 Reporting Periods
- This letter is in relation to the Commission Staff Letter issued on 20 June 2024 (the Letter) regarding 9-1-1 outage reports submitted by 9-1-1 network providers, pursuant to Telecom Regulatory Policies 2016-165 and 2017-182
Error in Question 4
- In Paragraph 10 of the Letter, Question 4 referred to paragraph 12 in error. Question 4 should read as follows:
“Q4. Refile the abridged versions of its reports for 2018 to 2023 such that the level of public disclosure is consistent with the reports filed in 2015 to 2017, and reports submitted by other network providers. As such, the abridged versions of the reports should include the four information items listed in paragraph 7.”
TELUS Communications Inc.’s (TELUS) Request for Clarification
- Commission staff is in receipt of a request for clarification from TELUS Communications Inc. In refence to Question 4, TELUS sought clarification with regards to whether it was necessary for TELUS to resubmit the 9-1-1 outage reports for 2017-2024, given that TELUS would be providing similar information in their response to Question 1 as would be disclosed by refiling the 9-1-1 outage reports.
- Staff provides the following clarification.
- Through Question 1, staff is specifically seeking to add to the public record information regarding the aggregated rates of 9-1-1 call delivery per year for each 9-1-1 network provider.
- Through Question 4, staff is requesting that TELUS release for the public record generalized information from the confidential versions of individual 9-1-1 outage reports that may be of interest to the public. This is being done to align the level of disclosure for all 9-1-1 network providers about the individual 9-1-1 network outages that have occurred in the past.
As such, staff clarifies that it is not requesting that TELUS duplicate or provide information already provided. Rather, staff is requesting that TELUS make available for the public record a portion of what has already been submitted in confidence, in a manner similar to abridged version of 9-1-1 outage reports submitted by other 9-1-1 network providers.
