Subject: Northwestel Inc. Residential Primary Exchange Services Rate Increase in Atlin, BC
Dear Imran Khan:
We are following up on the Commission’s determinations in Telecom Order 2023-379. In that order, the Commission provided interim approval of Tariff Notice (TN) 1191, following an amended proposal from Northwestel Inc. (Northwestel).
As you know, under the amended proposal, existing and new residential telephone customers in Atlin, BC are being charged an initial monthly rate of $26.08, following a transfer of services from TELUS Communications Inc. to Northwestel in November 2023. As of 1 June 2024, this rate is scheduled to increase by $3.05 plus inflation.
The Commission is continuing its analysis of TN 1191. To that end, on 10 May 2024, Commission staff granted an extension to the Taku River Tlingit First Nation (TRTFN) to allow them additional time to submit responses to requests for information issued in relation to TN 1191. This extension was granted given the impact of the transfer on the community, and the importance of giving the TRTFN the opportunity to provide complete and comprehensive responses on the public record.
The Commission considers that it is important that the views of the community, including those of the TRTFN, be considered prior to making a final determination on this file and before implementing any residential rate changes.
Accordingly, the Commission directs Northwestel to delay the implementation of its 1 June 2024 residential telephone service rate increase in Atlin, BC, pending a final determination on TN 1191.
