Subject: Procedural directions related to Bell Canada’s Part 1 Application regarding revenues applicable to the calculation of CNAC funding

Dear Philippe Gauvin and Bill Barsley,

On 30 January 2024, Bell Canada (Bell), on behalf of itself and its affiliates, filed a Part 1 Application with the Commission requesting, among other things, that the Commission direct that the Canadian Numbering Administration Consortium’s (CNAC) 13 December 2023 determination that Bell Mobility must refile its 2023 worksheet by 31 January 2024 be paused, and that all other CNAC Reporting Worksheet filing deadlines be similarly paused, pending the Commission’s consideration of other matters raised in the application.

On 14 February 2024, Commission staff issued a letter establishing an expedited process to receive submissions with respect to the request to pause CNAC’s filing deadlines.

On 14 February 2024, Bell filed a letter indicating that CNAC had unilaterally suspended its request that Bell refile its 2023 Reporting Worksheet by 31 January 2024 pending the outcome of this Part 1 Application. Bell submitted that in light of CNAC’s action, Bell’s request to pause CNAC’s filing deadlines was now moot.

In light of the above, Commission staff cancels the expedited process with respect to pausing CNAC’s filing deadlines set out in the 14 February 2024 staff letter. For all remaining matters and requests contained within Bell’s Part 1 Application, the 14 March 2024 deadline for interventions and the 25 March 2024 deadline for Bell’s reply are maintained.

This letter and any subsequent submissions will be placed on the CRTC’s website.
