Subject: Review of wholesale high-speed access service framework, Telecom Notice of Consultation 2023-56 – Request for extension to filing deadlines
On 31 January 2024, Commission staff issued a letter directing parties to the proceeding initiated by Telecom Notice of Consultation CRTC 2023-56 to file responses to requests for information (RFIs) no later than 16 February 2024.
On 2 February 2024 the Commission received a procedural request jointly submitted by Bell Canada, Cogeco Communications Inc., Quebecor Media Inc. (on behalf of its affiliate Videotron Ltd.) and Rogers Communications Inc. (the requesting parties) requesting that the Commission extend the filing deadline for the RFIs to 1 March 2024.
The requesting parties submitted that meeting the original deadline will detract from their preparations for the oral hearing, which is set to conclude on 16 February 2024, which will impact their ability to prepare comprehensive responses to the RFIs. They further argue that the record would be improved by parties’ ability to consider within their RFI responses any party positions expressed in the oral hearing.
The Manitoba Coalition, OpenMedia Engagement Network, and the Public Interest Advocacy Centre (PIAC) filed letters in support of the requested deadline extension.
Notwithstanding that the requesting parties provided no material evidence as to the volume of effort required to respond to the RFIs in order to justify their extension request, Commission staff considers that it is in the public interest to grant this extension request with the expectation that it strengthens the record for this proceeding.
The associated filing deadlines are therefore amended as follows:
- Parties are to file responses to the RFIs issued on 31 January 2024, serving a copy on all parties, by 1 March 2024.
- Any requests for the public disclosure of information that has been designated as confidential in response to the RFIs are to be received no later than 8 March 2024.
- Responses to those disclosure requests may then be filed with the Commission no later than 18 March 2024.
