Subject: Broadcasting Notice of Consultation 2024-137 - Procedural request by Forum for Research and Policy in Communications for CBC/Radio-Canada to provide documents on the record of the proceeding
To Bev Kirshenblatt,
On August 13, 2024, the Forum for Research and Policy in Communications (FRPC) filed a procedural request on the record of Broadcasting Notice of Consultation 2024-137 – Call for comments – Development of a regulatory policy for closed captioning provided by online streaming undertakings asking that CBC/Radio-Canada provide FRPC with certain documents related to its closed captioning monitoring system pursuant to section 29 of the CRTC’s Rules of Practice and Procedure. Section 29 sets out that:
- A party may request in writing that any other party produce for the requesting party’s inspection a copy of any document that has been referred to in a document that the other party has filed with the Commission and permit the requesting party to make copies of it.
- The requesting party must file its request with the Commission and serve it on the other party.
- A party that fails to produce a copy of the document within 10 days after the day on which the request is filed must not rely on the document.
A response from CBC/Radio-Canada to FRPC’s request has not been received. Staff wishes to remind CBC/Radio-Canada that, if it seeks to rely on any document responsive to this request, it must produce a copy.
