RE: Procedural request to publish CRTC summary information about closed captioning complaints on the public record – Broadcasting Notice of Consultation 2024-137

Thank you for your August 11, 2024 letter requesting a Commission determination on a procedural request that the Forum for Research and Policy in Communications (FRPC) made on June 26, 2024.Footnote1
That request asked that the Commission put on the public record of Broadcasting Notice of Consultation 2024-137, Call for comments – Development of a regulatory policy for closed captioning provided by online streaming undertakings (BNC 2024-137) the summary information about closed captioning complaints received since January 2014.
The Commission appreciates that FRPC feels that inclusion of the information is necessary. However, the Commission is of the view that information dating back to 2014 is no longer current and may not be relevant to the state of closed captioning today.
The information already on the public record is robust, much more recent and, for the past three years, includes the same information as that requested by FRPC. That information was filed by both traditional broadcasters and online streaming undertakings in response to a request for information, and as it is the standard process for complaints received by the Commission to be sent to the broadcaster in question and asking for a response, the Commission’s complaint information is captured in those responses.
For these reasons, the Commission denies, by majority decision, FRPC’s request to publish summary information of CRTC complaints data on the record of the consultation.
